Per state, each factor is on a national = 100 scale: labor = the state's manufacturing-wage index (national median = 100), taken as-is; energy = the state's industrial electricity price reindexed to the national price (byState / national x 100). Composite index = 0.75 x labor + 0.25 x energy. Because both factors are national = 100 by construction, the national reference stays about 100. States are banded relative to 100: below 95 low-cost, 95 to 105 mid-cost, above 105 high-cost.",
