"formula": "One deterministic index of what it costs to MANUFACTURE in each U.S. state, national average = 100 (higher = costlier), joining two live cost factors. Per state, each factor is on a national = 100 scale: labor = the state's manufacturing-wage index (national median = 100), taken as-is; energy = the state's industrial electricity price reindexed to the national price (byState / national x 100). Composite index = 0.75 x labor + 0.25 x energy. Because both factors are national = 100 by construction, the national reference stays about 100. States are banded relative to 100: below 95 low-cost, 95 to 105 mid-cost, above 105 high-cost.",
"weights": "FROZEN v1.0.0 weights (sum to 100%): labor 75%, energy 25%. Labor dominates manufacturing operating cost; industrial energy is the next controllable site cost. Pinned and versioned, never tuned to a result.",
"unit": "index, national average = 100; higher = costlier.",
"asOfNote": "Stamped from the industrial electricity price period, the more recent and precise of the two source periods.",
"scope": "An ILLUSTRATIVE composite of two live cost factors (manufacturing wages and industrial electricity), not a full site-selection cost model. It excludes taxes, land, and incentives. Its value is a frozen, reproducible methodology: the same two series, weights, and construction every refresh, so the number is comparable over time and anyone can rebuild it from the cited public data.",
