How Do You Calculate Shift Coverage?
Staffing to the number of seats is the most common cause of chronic overtime. The fix is a coverage factor, and it is one division.
Shift coverage answers a question that sounds trivial and is routinely got wrong: how many people do you need to employ to keep a given number of positions filled on every shift? The wrong answer is positions multiplied by shifts. That figure assumes nobody ever takes a holiday, falls ill, or attends training, and a plant staffed to it runs on overtime permanently and calls it a demand problem.
The coverage factor
Start with seats: 4 positions across 3 shifts is 12 seats that must be filled. Now account for time employees are paid but unavailable. Using illustrative components of 8% vacation, 3% sickness, and 2% training, total unavailability is 13%. The coverage factor is one divided by one minus that, or 1.15. Required headcount is 12 times 1.15, about 13.8 people. Round up: 14, because you cannot employ a fraction of an operator and rounding down is how the overtime starts.

Derive the components, do not borrow them
The percentages above are placeholders and should be replaced with your own. Every one of them is available from payroll: vacation as entitlement actually taken, sickness as historical absence hours over scheduled hours, training as recorded training time. The advantage of building the factor from real components is that each becomes challengeable and improvable on its own terms, rather than hiding inside a single fudge that nobody can defend when finance asks.
Chronic overtime is rarely a demand problem. It is usually a staffing model that quietly assumed nobody would ever be absent.
Skills make the factor optimistic
The calculation assumes anyone can cover any seat, which is almost never true. If a position requires a certification or a skill that only some of the team holds, coverage must be computed within that qualified pool rather than across the whole headcount. This is where cross-training pays: each additional qualified person effectively lowers the coverage factor for that position, and the return on training is measurable directly as reduced overtime rather than as a vague capability benefit.
Absence is partly a consequence, not only an input
Under-staffing raises absence rather than merely being exposed by it. Teams running short cancel leave, work extended hours, and generate the fatigue and sickness that make the original shortfall worse. That feedback is why a plant can staff to a historical absence rate and still fail: the rate it measured was produced under adequate staffing, and it rises as soon as the buffer disappears. Build the factor from a period when staffing was genuinely sufficient, or expect it to drift.
