Steel Tariffs by the Numbers: Four Family Rate Comparisons in 2025
Four steel families show why an unweighted statutory line schedule and a value-weighted observed calculated-duty rate must not be treated as the same measure.
The four tracked steel families show sizable differences between their unweighted statutory MFN line summaries and observed effective calculated-duty rates in 2025. Those gaps can reflect product, origin, preference, additional-duty, exclusion, and import-value mix; they do not identify one legal cause or decide whether a specific item should be imported.
- Steel flat-rolled products: 23.88% effective (MFN 0% · $6.6B imported)
- Steel bar, rod, and wire: 22.09% effective (MFN 0% · $2.9B imported)
- Stainless steel mill products: 26.03% effective (MFN 0% · $2.1B imported)
- Steel fasteners: 35.91% effective (MFN 0%–12.5% · $6.0B imported)
Country aggregates provide another descriptive cut. Taiwan was the largest named source for steel fasteners at $1.9B and a 31.72% effective calculated-duty rate. These are different product and entry mixes; the comparison does not prove that origin caused the family-wide gap.
