Supplier Defect PPM: The Number Your Scorecard Is Probably Faking
Two plants can compute supplier PPM honestly from the same shipment and land on numbers that differ by a factor of three. The definition, not the supplier, is usually what moved.
Supplier defect PPM is the most quoted number in supplier quality and one of the least specified. Before it means anything, three questions need answers: are you counting defects or defective units, are you measuring at receipt or at the point of use, and what fraction of the shipment did you actually inspect? Different answers produce different numbers from identical parts, and a supplier arguing that your PPM is wrong is often arguing about definitions rather than quality.
Defects versus defectives, worked
Take a receipt of 25,000 pieces containing 12 bad units, which between them carry 30 individual defects. Counting defective units gives 480 PPM. Counting defects gives 1,200 PPM. Both are arithmetically correct and they differ by two and a half times. Supplier agreements almost always intend the first; internal quality systems frequently compute the second because that is what the defect log naturally produces.

Receipt inspection PPM understates reality, structurally
Incoming inspection sees a sample and looks for known characteristics. The line sees every part and finds the failures nobody thought to check for. That asymmetry means receipt PPM is systematically lower than line-fallout PPM, and the gap between the two is a genuinely useful metric in its own right: it measures how much your incoming inspection is missing. A supplier scorecard built on receipt PPM alone will show a supplier improving when what actually improved was your sampling plan.
A supplier PPM with no stated definition, inspection point, and sample size is not a measurement. It is a number that both parties can defend and neither can use.
What belongs in the contract
Specify all five or expect an argument
- The counting basis: defective units, not defects, unless you have a reason to prefer otherwise.
- The measurement point: receipt, line fallout, or both reported separately.
- The sampling plan, including whether a rejected lot counts once or by its full quantity.
- The disposition rule: whether sorted-and-used lots count as defects at the sorted quantity.
- The recovery mechanism, so a defect has a price rather than only a number.
The last one is where the money is
A PPM figure without a recovery mechanism is a report card. What makes supplier quality self-correcting is a documented cost-recovery path: sort labor, rework, expedited replacement freight, and line downtime, all defined in advance so a claim is arithmetic rather than negotiation. Suppliers respond to invoices considerably faster than they respond to scorecards, and the shops that recover consistently are the ones that agreed the cost categories before the first defect rather than after it.
