Sustainable Packaging & EPR Compliance calculator

Packaging Recycled Content Calculator

Packaging recycled content rate is the share of your packaging that is made from recycled material, expressed as a percentage of the total population you sampled or shipped. Sustainability and packaging compliance teams use it to track against regulatory minimums (like plastic packaging tax thresholds and PPWR recycled-content targets) and against brand-owner commitments. It matters because recycled content is increasingly a legal floor, not just a marketing claim — miss the minimum and you face tax exposure or loss of a customer contract. Measuring the current rate against a target immediately shows how many points of gap remain to close through material substitution.

What this calculator does

  • Estimate packaging recycled content for sustainable packaging and epr compliance using production-ready inputs so teams can track KPI performance and decide whether corrective action is needed.
  • Use it when packaging recycled content in sustainable packaging and epr compliance needs a clean rate and gap-to-target you can put on a tier board.
  • It divides recycled-content units by the total sampled population to give a recycled content percentage and the point gap to your target.

Formula used

  • Packaging recycled content rate = packaging recycled content count ÷ total packaging recycled content population × 100
  • Packaging recycled content gap to target = packaging recycled content rate - target packaging recycled content rate

  • Total packaging units sampled:
  • Recycled-content target:

How to use the result

  • Use it during recycled-content audits, plastic packaging tax reporting, and progress tracking toward brand or regulatory targets.
  • A unit count treats every item equally; if items differ in weight, a mass-based recycled-content calculation is what regulators usually require, and this count-based rate will diverge from it.

Current U.S. benchmarks

  • The producer price index for plastic resins and materials stands at 319.371 (BLS, May 2026), up 19.5% from a year earlier. Quotes priced off last quarter's material cost miss this move.
  • The producer price index for paperboard and containers stands at 276.831 (BLS, May 2026), up 8.8% from a year earlier. Quotes priced off last quarter's material cost miss this move.

Common questions

  • How do you calculate packaging recycled content? Divide the recycled-content units by the total units sampled and multiply by 100. With 8 recycled-content units out of 250 sampled, that is 8 ÷ 250 × 100 = 3.2%.
  • What is a good recycled content percentage? It depends on the rule you're held to: the UK plastic packaging tax threshold is 30%, and PPWR sets rising minimums by application. Our 3.2% example is far below a typical 30% floor, with a 91.8-point gap to a 95% stretch target.
  • What does the gap to target mean here? It's your current rate minus the target — 3.2% minus 95% gives a 91.8-point gap, meaning almost the entire population still needs to switch to recycled-content material to hit the goal.
  • Should I measure recycled content by count or by weight? Most regulations require by mass, since a heavy component carries more material impact than a light one. This calculator uses a unit count for quick sampling; convert to a mass basis before formal reporting.
  • Why is my sampled rate lower than my supplier's claim? Suppliers often quote recycled content of a single component or grade, while your sample spans the whole packaging mix. A few high-recycled SKUs can be diluted by many virgin-material items in the population.
