As of May 2026, the U.S. manufacturing effective tariff rate is 14.96%, an index of 1385.2 against 2014-01 = 100. This is the rate importers actually pay (calculated duties divided by customs value) across a constant 36-family panel, monthly since Jan 2014.

What this measures

  • The effective tariff rate: total calculated duties paid divided by total customs value, in percent.
  • The empirical counterpart to the statutory MFN column, reflecting Section 232 and 301 overlays, exclusions, and the product mix actually imported.
  • A constant 36-family manufacturing panel, so the line moves on policy, not on which families are tracked.
  • Rebased to an index with the first month (2014-01) set to 100, alongside the raw rate.
