It is USITC reported calculated duty divided by covered customs value across a constant 36-family panel, monthly since Jan 2014; it is not an entry-specific cash-payment measure.
What this measures
- The observed effective rate: total USITC reported calculated duty divided by covered customs value, in percent.
- An aggregate counterpart to statutory line rates that reflects the recorded product, origin, preference, and entry mix without identifying a legal cause.
- A constant 36-family manufacturing panel, so changes in the tracked family roster do not drive the line; product, origin, preference, and value mix can still move it.
- Rebased to an index with the first month (2014-01) set to 100, alongside the raw rate.
